Do all chimneys need a new metal liner?

No. The existing system and its condition must be assessed first. A recommendation should explain why a replacement or different lining is appropriate.

Will a liner solve every draft concern?

Not automatically. Draft depends on the complete venting arrangement. The quote should explain the concern being addressed rather than promise a universal result.

Can I select a liner just from the chimney height?

No. Appliance instructions, flue configuration and sizing all matter. Product selection and installation should be handled through a qualified assessment.
